PROBLEM TO BE SOLVED: To provide a manufacturing device and manufacturing method for a battery in which a distortion is not caused in a case such as a lid portion even if an excess thickness is produced in a burring portion due to an excessively large press load on the burring portion, and to provide the battery. SOLUTION: In the manufacturing device for the battery 10, an electrode terminal 40 is inserted into a through hole 33 of a lid portion 32 with an insulation member 50 interposed and a burring portion 34 is pressed from an outer side of a case 30 to connect the electrode terminal 40 with the lid portion 32 in a state that a ring-shaped member 35 is engaged with an outer circumference of the burring portion 34 in the through-hole 33. The device is provided with a die 60 in contact with an inner face of the lid portion 32 including a burring portion forming part and a punch 70 for pressing the burring portion 34 from an outer side of the case 30. The die 60 is provided with a float portion 62 and an energizing spring 63 for constituting an excess thickness accommodating means capable of accommodating the excess thickness caused by pressing of the burring portion 34 by the punch 70.
