PROBLEM TO BE SOLVED: To provide an external facing material for construction which can obtain an advanced photocatalyst gas degradable activity even when the material is coated with a film having a film thickness exceeding 2μm so as to suppress the deterioration of the enamel-coated surface or the clear-coated surface, and also provide a coating liquid for building exterior. SOLUTION: This external facing material for construction includes a photocatalyst layer on the surface of the base. The photocatalyst layer can be obtained by applying a photocatalyst coating liquid onto the base, and drying the liquid. The photocatalyst coating liquid includes photocatalyst titanium oxide particles, cerium oxide particles, a curable silicone emulsion, and water. The cerium oxide particles are partially coated with a substance having hydrophobic radicals or modified.
