SOLUTION: The medicament having neurite outgrowth promoting actions (particularly an action for intensifying neurotrophic factor activity) is obtained by comprising an extract as an active ingredient from cereals (particularly seeds of barley, wheat and rice) or pulse (particularly seeds of soya bean), extracted with water or alcohol.
