PROBLEM TO BE SOLVED: To prevent not only leakage of secret information due to malicious applications but also leakage of confidential information by a user's misoperations. SOLUTION: A communication control unit includes: a packet reception section for receiving a reception packet which an application inside a terminal used by a user transmits to a network; a database for registering a determined content of the user's transmission possibility by packets received in the past and registering a transmission content containing packet addresses and information specific to the application that has transmitted the packets; a determination processing section for determining whether the reception packet is an exceptional packet transmitted against the user's action performed during a fixed period in the past, on the basis of a collation result between the transmission content of the reception packet and the transmission content of the packet determined to be transmittable by the user during the fixed period in the past; and an availability/unavailability input section for enquiring a user, regarding the transmission availability/unavailability of the reception packet that is determined as being an exceptional packet.
