PROBLEM TO BE SOLVED: To provide a method of manufacturing an organic EL element, the method simplifying processes and expanding a pixel area having no uneven luminance and no uneven luminescent colors, and to provide the organic EL element. SOLUTION: The method of manufacturing the organic electroluminescent element includes at least: a step of preparing a substrate 1 having a first electrode 2 formed in a pattern corresponding to a pixel; a step of forming organic layers 3, 4 including at least a hole injection functional layer on an entire surface covering the first electrode 2 by an organic material containing a low molecular compound or an inorganic compound; a step of forming an opening part 10 corresponding to the pixel by forming a barrier plate 5 having a prescribed pattern on the organic layers 3, 4 by a direct drawing method; a step of forming the organic layers by applying an organic material composing a portion or all of an organic EL layer excluding the organic layers in the opening part 10 surrounded by the barrier plates 5; and a step of forming the second electrode on the organic EL layer.
