In order to solve the problem of having a signal transmission source use a modulation method and transmission power adapted to the environment that a communication device is in, the disclosed communication device is provided with: a reception means that receives a signal, the modulation method of which was set by an external transmission device on the basis of modulation method designation information and the transmission power of which was controlled by an external device on the basis of transmission power designation information, then demodulates the received signal on the basis of modulation method control information and outputs the received data; a received-level measurement means that measures the signal level of the signal and outputs the received level; a received modulation method extraction means that outputs modulation method control information on the basis of the received data; a designation-information output means that, on the basis of the received level, outputs modulation method designation information and also outputs transmission power designation information associated with the modulation method; and a transmission means that transmits the modulation method designation information and the transmission power designation information to a transmission device.
