<P>PROBLEM TO BE SOLVED: To provide a thin light-emitting device which has a high degree of freedom in wiring on a secondary mounting substrate. <P>SOLUTION: The light-emitting device 100 includes a light-emitting element 103, a base 101 which has a plurality of recessed parts S1 where light-emitting elements are mounted and is made of a light-reflecting resin, and at least a pair of conductive members 102 each comprising a plating layer which has an upper surface exposed from a bottom surface of each recessed part and also has a lower surface exposed to the outside, a conductive member being provided apart from a conductive member provided to at least one adjacent recessed part.
