<p><P>PROBLEM TO BE SOLVED: To provide a packet communication system, packet communication method, transmission apparatus and computer program used for the transmission apparatus which improve the communication quality by controlling a packet transmission interval on the side of the transmission apparatus. <P>SOLUTION: The transmission apparatus generates a random number, sets a packet transmission interval based on the generated random number, and transmits packets at the set transmission intervals. The transmission apparatus also transmits a load-density detection packet for detecting a density of communication loads, receives from a receiving apparatus communication quality information, relating to both or either of delay and dissipation rate of load density detection packet, and calculates both or either a time of minimum delay or a time of minimum dissipation rate in packet transmission intervals, based on the received communication quality information.
