PROBLEM TO BE SOLVED: To provide a license management device which can normally achieve the synchronization of a license even when forced deactivation is performed at a server side, and prevent the unauthorized use of equipment. SOLUTION: A license management server includes: an activating part 313 that, on receiving an activation request, accesses a license management DB 316, and on confirming that the number of licenses registered to be associated with a product key is one or greater, determines to apply a license for the application to multifunction equipment 100, and grants a license for the application to the multifunction equipment 100, and on receiving a deactivation request, cancels the license for the application granted to the multifunction equipment 100; and a license managing part 315 that decrements the number of licenses by one when the license for the application has been granted to the multifunction equipment 100, and increments the number of licenses by one when the license for the application granted to the multifunction equipment 100 has been canceled.
