PROBLEM TO BE SOLVED: To provide a working arm control device for a hydraulic shovel, which allows leveling work of a horizontal surface, a face of slope, or the like in a simple configuration and easy for an operator to operate. SOLUTION: The hydraulic shovel 2 includes a control device 26 for a working arm 12. The control device 26 makes the operating speed of a boom cylinder 18 slower than a speed corresponding to the operation of a boom operating device 24 as a connecting line L connecting the working tool connection center 17 of an arm 16 of the working arm 12 to the arm connection center 15 of a boom 14 approaches a right angle to a substantially linear locus K when the tip of the arm 16 to which a working tool is connected, is moved along the linear locus K for a fixed time by the simultaneous operation of the arm 16, an arm cylinder 20 of the boom 14 connecting the arm 16, and a boom cylinder 18.
