PROBLEM TO BE SOLVED: To perform traffic signal control not to be disadvantageous for a user of a navigation system, considering a future traffic volume which can be caused by route search. SOLUTION: The traffic signal control device 4 for generating a signal control instruction S1 for controlling the switching time of signal lamp color of a traffic signal 1 obtains a route of a vehicle 5 having a result of route search, and calculates a partial traffic volume for each time zone with respect to the vehicle 5 running to an intersection Ci included in the route. The device 4 also calculates a prediction traffic volume for each time zone with respect to the intersection Ci that is a control object by use of the partial traffic volume, and generates the signal control instruction S1 based on the prediction traffic volume.
