The invention relates to fuel energy, in particular to technology for producing a universal synthetic composite liquid fuel (SCLF) for flare combustion in boilers, furnaces, various power plants, internal combustion engines etc. What is claimed is: a process for producing a universal synthetic composite liquid fuel (SCLF) which comprises mechanical grinding and activation of the solid component, activation cavitation processing of the liquid component and mixing of the ground particles of solid component with the liquid component until a homogeneous liquid-disperse mix is formed and isolating the mineral portion of the solid component from the mix. The novelty consists in that the liquid-disperse mix produced is subjected to additional cavitation and/or electric-discharge and/or electromagnetic and/or chemical processing.
