<P>PROBLEM TO BE SOLVED: To provide a developing device capable of preventing developer after a developing process in which the developer leaves a developer carrier in a second conveyance path from being carried on the developer carrier again, while preventing the rotational torque of the developer carrier from rising, when two conveyance members conveying the developer in the longitudinal direction and forming a circulation path are installed to oppose to the developer carrier and a developer regulation member is arranged below the developer carrier, and to provide a process cartridge and an image forming apparatus. <P>SOLUTION: The developing device includes a partition member 13d that partitions a first conveyance path formed by the first conveyance member 13b1 and a second conveyance path formed by the second conveyance member 13b2 from each other.
