<p><P>PROBLEM TO BE SOLVED: To embed information even in an electronic document including a font of character with narrow spacing, so as to be properly extracted while preventing awkwardness. <P>SOLUTION: A document analysis unit 202 analyzes document image data input by an input unit 201 and extracts the size and position of a circumscribed rectangle of each character. An embedding method discriminating unit 203 compares a total value of two character spacings A, B in a character string of three consecutive characters with a preset threshold value Th to determine whether the character string of interest is suitable for embedding by adjusting character spacing or suitable for embedding by adjusting character widths.
