<p><P>PROBLEM TO BE SOLVED: To provide a webbing winding device easy in processing a wire. <P>SOLUTION: In this webbing winding device 10, the wire 44 for constituting a force limiter mechanism is formed in a crank shape by bending a bar material such as a piano wire in two places of a first bending part 46 and a second bending part 48, and a connecting part 50 stored in an annular guide groove 24 formed in a spool 20 is also formed in a straight line shape. Thus, like a wire of a conventional webbing winding device, complicated processing for complicatedly curving a plurality of places is obviated, and the wire 44 can be manufactured only by bending the bar material in two placed.
