PROBLEM TO BE SOLVED: To guarantee convenience and safety by monitoring a gradually-changing flow rate not determining that the flow rate change is caused. SOLUTION: The gas shut-off device includes a flow rate detection part 11, a flow rate calculation part 12, an increase/decrease calculation part 13, an increase/decrease determination part 14, a time-check part 15, a valve driving part 16, a valve 17, an informing part 18, and a flow rate zone change determination part 19, and monitors the flow rate B which gradually changes even when the flow rate zone change determination part 19 does not determine that the flow rate change is caused. When the sum of the maximum changing amount I and gradually-changing flow rate difference straddles a flow rate zone, a gas supplier can be informed early by adjusting to third usage permission time J or to second announcement time K.
