PROBLEM TO BE SOLVED: To provide a transmission band distributing method which distributes bands actually transmitted from a transmission terminal according to the priority of each connection when bands are distributed among a plurality of connections, and transmits a cell by allowing other connection to utilize a differential band for connection incapable of transmission in the band distributed with a transmission band restricted by a congestion notice or the like.

SOLUTION: A shaping portion 410 is provided with an ABR band calculating circuit 420 to calculate a transmission band from congestion notice information in a receiving RM cell, and a band distributing portion 430 to calculate a band distributed with priority among the connections. A smaller one out of a result calculated by the ABR band calculating circuit 420 and a result calculated by the band distributing portion 430 is regarded as the transmission band, and shaping is conducted by the shaping portion 410. The connection whose transmission band has been restricted by the congestion notice information releases the band incapable of being utilized by itself to the other connection by lowering the priority of band distribution.
