<p><P>PROBLEM TO BE SOLVED: To provide a tire noise reducing device and a pneumatic tire equipped with the same capable of achieving a reduction in cost of manufacturing and improvement in durability. <P>SOLUTION: In the tire noise reducing device 4, an acoustic material 5 processed into strips and comprised of porous materials is arranged on an inner surface of a tread section 1 of the pneumatic tire in a tire circumferential direction. A cyclic body 6 is constituted by winding so as to laminate the acoustic material 5 with not less than two layers at least in part of the tire circumferential direction. A crossing section 6X in which an inner layer and an outer layer 5 are switched is provided at least at one peripheral place of the cyclic body 6.
