PROBLEM TO BE SOLVED: To provide a method of manufacturing a polyester composition excellent in a yarn-making property which can stably manufacture fiber which expresses high strength especially in a yarn-making process of one step in which orientation crystallization is controlled when manufacturing fiber using polyester manufactured mainly using a titanium catalyst. SOLUTION: The manufacturing method for a polyester composition comprises the following. When manufacturing polyester from terephthalic acid and ethylene glycol, in an esterification reaction or a polycondensation reaction, a carboxylic acid metal salt of Mg, Mn, Co, and Zn of 10-1,000 millimole percent is added per repeating unit of polyester, a phosphonic acid compound is added and layered structure particles are made to form before and after the addition, after adding the phosphonic acid compound, a titanium compound is added such that the concentration becomes 3-30 millimole percent as a titanium atom to the concentration of all repeating units that compose polyester, and the esterification reaction and the polycondensation reaction are performed.
