PROBLEM TO BE SOLVED: To provide a method of stably dissolving or dispersing a sparingly water-soluble ingredient without generation of deposition or precipitation, and to provide an aqueous cosmetic composition in which the sparingly water-soluble ingredient is solubilized. SOLUTION: The sparingly water-soluble ingredient is stably dissolved or dispersed without generation of deposition or precipitation by adding 0.01-2 wt.% of hydrogenated lecithin and 0.01-2 wt.% of a sucrose fatty acid ester to the cosmetic composition.
