PROBLEM TO BE SOLVED: To provide a power meter that facilitates determining what percentage of load power consumption and current consumption occupies a reference value, and to provide an outlet having the same, tap and plug cap. SOLUTION: An outlet 10 includes a connection terminal 12 connected with a power supply wiring L1 from an AC power supply and a cutting edge bearing 14 connected with a blade 51 of a plug cap 50 from a load side. The connection terminal 12 and the cutting edge bearing 14 are electrically connected with each other through a conductive plate 15. The power meter 1 stored in the outlet 10 includes: a current input unit 2 for detecting an input current passing through the conductive plate 15 using a current transformer CT; a voltage value memory 3 for previously storing input voltages; an arithmetic processing unit 5 which calculates power consumption of a load by using detection values of input currents and preset values of input voltages and calculates a proportion of power consumption to reference power consumption preset with a preset input unit 4, and a display 6 for displaying the proportion obtained by the arithmetic processing unit 5.
