An improved proportioning device inserted in line between a combination tank bowl supply valve and a overflow vent aperture of conventional aspirated water closets to reduce water consumption, the proportioning device assembly include: (1) a primary conduit; (2) a proportion discharge embodiment; (3) a second conduit; (4) a restriction device providing an adjustable means of bowl to tank flow volume.
