PURPOSE: A road surface condition sensing apparatus and a system and method for controlling road surface condition notifications are provided to display road conditions such flooding, freezing, and dew condensation by using a light emitting unit. CONSTITUTION: In a road surface condition sensing apparatus and a system and method for controlling road surface condition notifications, a detection sensor module(20) is installed in the road. The detection sensor module senses the state of a road surface. The detection sensor module generates road condition information. A light emitting unit outputs colors according to the road conditions. A power supply module(70) supplies power to at least one of the detection sensor module and the light emitting unit.
