PURPOSE: A buffer for preventing falling rock and a construction method thereof are provided to disperse the shock impact from falling rock by varying the length of a wire rope. CONSTITUTION: A buffer for preventing falling rock comprises a shock absorbing support plate(200), a fastening member(300), and a compressive spring(400). The shock absorbing support plate is composed of a first supporting plate(210) and a second supporting plate(220). The first supporting plate and the second supporting plate are arranged along a longitudinal direction of a first rope(110) to be separated. The fastening member is respectively fixed to the first supporting plate and the second supporting plate and surrounds the first rope. The compressive spring is inserted between the first supporting plate and the second supporting plate.
