PURPOSE: An apparatus for a small sized actuator and a method thereof are provided to maximizing vibration by forming two types of materials in a hybrid form to compensate the disadvantage of each material. CONSTITUTION: A small actuator comprises: a first actuator(120) converting electricity supplied from the outside into a magnetic field to generate a magnetic force; and a second actuator(130) converting electricity supplied from the outside into a mechanical force and transferring it. A inertial oscillation is generated by adding the magnetic force and the mechanical force.
