PURPOSE: Water- and sewer-pipe maintaining apparatus and method having a jet nozzle, and a gutter construction method are provided to reduce maintenance cost by the replacing of only a worn grinding member and to reduce shaking in grinding. CONSTITUTION: A water- and sewer-pipe maintaining apparatus comprises a grinding unit(100), a nozzle unit(200), a body(300) and a power supply unit(400). The body is connected to the nozzle unit and supplies the fluid. The nozzle unit comprises a plurality of nozzles(220). An opening is formed in one direction of the nozzle. The nozzle unit is rotated according to the supply of the fluid in a given direction. The grinding member(130) of the grinding unit is connected to the nozzle unit and is rotated according to the rotation of the nozzle unit. The power supply unit comprises a jet nozzle.
