PURPOSE: An environmentally-friendly construction panel having a dew condensation prevention function and a manufacturing method thereof are provided to produce an environmentally-friendly lightweight construction panel with high elasticity and high strength using volcanic rock and expandable mineral such as pearlite and vermiculate. CONSTITUTION: An environmentally-friendly construction panel having a dew condensation prevention function comprises an upper plate(10) and a hollow plate(20). The upper plate is formed by mixing pulverized volcanic rock and expandable mineral such as pearlite and vermiculate and molding the mixture in a plate shape. The hollow plate is formed out of a mixture of volcanic rock and synthetic resin to have multiple hollows(22) inside and is attached between the upper plate and styrofoam(30).
