PURPOSE: A voltage supply control device and a method for cutting off standby power, and a smart grid system are provided to reduce the emission of carbon dioxide by cutting off unnecessary standby power for a short time. CONSTITUTION: A switching circuit controls a voltage supply in response to a switching control signal. A voltage supply unit is connected to the switching circuit and an electric device. A power measuring unit outputs electric energy of the voltage supply unit which is measured every a first cycle. A micro control unit receives electric energy of the voltage supply unit and outputs a control signal to the power measuring unit. The power measuring unit outputs electric energy of the voltage supply unit which is measured every a second cycle to the micro control unit.
