PURPOSE: A system for managing public key certificate having an illegal use prevention function and a method thereof are provided to process transaction through public key certificate by the predetermined use condition. CONSTITUTION: An authentication institution server(700) comprises followings. A certification request information is generated based on user's information inputted through a certificate issuing terminal(715), and biometric information. If the certification request information is transmitted, an information receiver(720) receives certification request information. An information confirmer(725) confirms the identification of a user based on the received certification request information.
