PURPOSE: A hybrid damper for a slit plate and an earthquake energy damping device using the same are provided to semi-permanently use the damper by minimizing the influence by the change of season or climate. CONSTITUTION: A hybrid damper for a slit plate comprises a central slit plate(110), an intersection plate(120), a first flat plate(410), a second flat plate(420), a central load transmission plate(210), an outer load transmission plate(220), and a connection plate(230), and a third flat plate(430). Linear cut parts(11) are horizontally formed in the central slit plate. The intersection plate is coupled to the central slit plate. The bottom end of central load transmission plate is coupled to the top of the second flat plate. The outer load transmission plate is protruded from the top of the central load transmission plate. The third flat plate is coupled to the top end of the outer load transmission plate.
