PROBLEM TO BE SOLVED: To avoid a damage to a structure, and the like by making a pressure-bonded core wall itself function as a part of a seismic control device and efficiently absorb or control energy during earthquakes, in the case of the pressure-bonded core wall constituted by horizontally or vertically tensioning a plurality of concrete blocks by an unbonded prestressing member and integrating them together. SOLUTION: In the pressure-bonded core wall constituted by horizontally or vertically tensioning the plurality of concrete blocks 2 by the unbonded prestressing member 3 and integrating them together, a friction reducing material for adjusting friction or a viscoelastic body 4 is interposed between contact surfaces of the concrete blocks 2. A tension of the unbonded prestressing member 3 can also be adjusted by installing a tension device 5 at the end of the unbonded prestressing member 3 which pressure bonds the respective concrete blocks 2.
