PROBLEM TO BE SOLVED: To shorten a time needed for recovery from an error.

SOLUTION: A pixel lower in integer accuracy is manufactured by filtering processing using an adjacent pixel, then a search area related to a reference block is set so as not to include a pixel of lower in the integer accuracy to be manufactured by referencing a non-recovery macro block which is not recovered from the error at the time of decoding when performing motion estimation processing in a state of being lower in the integer accuracy after referencing the pixel lower in the integer accuracy of a reference coding unit. In addition, an image coding unit 4 restricts deblocking filter processing so as not to reference the non-recovery macro block which is not recovered from the error at the time of decoding.
