PROBLEM TO BE SOLVED: To provide a mobile communication system improved in efficiency of signaling for mobility management, and also to provide a mobility management device, and a mobility management control method. SOLUTION: The mobile communication system has: a mobile node (11); and a plurality of mobility management nodes (20.1 to 20.4) that perform mobility management of the mobile node. One mobility management node (20.1) that mainly performs the mobility management of the mobile node dynamically assigns a part of a mobility management function of the mobile node to at least one of the other mobility management nodes and/or the other mobile node according to a change in a situation of the mobile node and a use situation of a network.
