PROBLEM TO BE SOLVED: To provide an elastic member at low cost and through a reduced number of steps, wherein a toner or an external additive does not adhere to the surface of the elastic member, which results in no image failure. SOLUTION: The elastic member includes an elastic layer, and a surface layer formed on the surface of the elastic layer. The method of manufacturing the elastic member includes steps of: (1) mixing a monomer that is cured by ray radiation or heat with a base polymer to obtain a composition for an elastic body; (2) forming the obtained composition in a predetermined shape to form the elastic member; (3) making the monomer bleed to unevenly distribute the monomer in the surface of the formed elastic layer; (4) and curing the monomer thus unevenly distributed.
