PROBLEM TO BE SOLVED: To provide a winding device capable of surely preventing winding looseness of recording paper. SOLUTION: This winding device has a spool 12 for winding the recording paper and a driving mechanism for rotating the spool 12. The spool 12 has a winding shaft 15 for winding the recording paper and a first disk part 16a arranged on at least one end of the winding shaft 15, abutting on one side in the width direction of the recording paper wound on the winding shaft 15 and arranging a winding state of the recording paper. The winding shaft 15 and the first disk part 16a are mutually relatively rotatably connected, and the first disk part 16a and the driving mechanism are linked, and rotation of the first disk part 16a is transmitted to the winding shaft 15 via a torque limiter 26.
