PROBLEM TO BE SOLVED: To provide a base station apparatus, along with a communication method, for effectively using a wireless band, in a communication system performing the control for assignment of wireless resources of the wireless band. SOLUTION: The base station apparatus determines combinations of available wireless resources in accordance with a constraint condition for assignment of wireless resources (RB). An evaluation index calculation unit 14 calculates, for every terminal station device, evaluation index values of combinations of available wireless resources (RB), on the basis of channel states of the wireless resources (RB). An optimum wireless resource allocation unit 15 selects combinations of wireless resources (RB) to be assigned to terminal station devices being targets of assignment, from among the combinations of available wireless resources (RB), in accordance with the evaluation index values. The optimum wireless resource allocation unit 15 selects the combinations of wireless resources (RB) satisfying a plurality of determined conditions, with respect to the combination optimization problem targeting all terminal station devices, which aims to maximize the sum total of the evaluation index values.
