PROBLEM TO BE SOLVED: To stably control the relative value between the wavelength of signal light and the wavelength of locally emitted light. SOLUTION: A first resonator for transmitting input signal light, and a second resonator for transmitting local oscillation light inputted in the direction orthogonal to the inputting direction of the signal light are constituted by the same bulk. A filter adjusting part generates a filter-adjusting signal for adjusting the transmission characteristics of the first resonator based on: the relative value between the first reference intensity and the intensity of the signal light having transmitted through the first resonator; and the transmission characteristics of the first resonator. An external adjustment part outputs an external control signal to the outside based on: the relative value between the second reference intensity and the intensity of the local oscillation light having transmitted through the second resonator; and the transmission characteristics of the second resonator. A changing part changes the transmission characteristics of the first resonator and the transmission characteristics of the second resonator according to the filter-adjusting signal.
