Disclosed is a delivery system that delivers content such that the content can be seen and heard on a variety of terminals without requiring modification of the terminals or processing of the content. The delivery system includes a content conversion device that is provided with a capability-information-recording unit that associates and records terminal unit type information contained in a content request message with capability information regarding the capability of the terminal to receive hierarchically encoded data; a receiving unit that receives a file or stream that has been compression encoded by means of a hierarchical encoding method on the basis of the aforementioned content request message; an instruction-altering unit that, on the basis of the terminal capability information corresponding to the terminal unit type information included in the content request message, produces extraction information for extracting at least one hierarchically-encoded portion from the aforementioned inputted file or stream; a conversion unit that, in accordance with the aforementioned extraction information, converts the aforementioned file or stream received from the request destination; and a packet transmission unit that outputs the aforementioned converted file or stream.
