SOLUTION: This device includes upper limit determining means S6 determining an upper limit Qm of fuel consumption amount as an upper limit of the total of a fuel consumption amount necessary for an engine 10 to output a driving force for running a vehicle and a fuel consumption amount necessary to output a driving force for the compressor 21 in the refrigeration cycle, based on the value (Te-TEO) calculated by subtracting the target refrigerant evaporation temperature TEO from the refrigerant evaporation temperature Te. This device controls the refrigerant discharge capacity of the compressor 21 in a manner that the fuel amount actually consumed by the engine 10 is equal to or lower than the upper limit Qm of the fuel consumption amount. This enables determining the upper limit Qm of the fuel consumption amount in accordance with the air conditioning load; thereby air conditioning in the cabin is achieved while satisfactorily obtaining the effect of fuel economy improvement of the vehicle.
