PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine, which allows a second rotator drivingly connected to a camshaft to promptly, self-reliantly and relatively rotate up to an intermediate lock phase for starting the engine. SOLUTION: When cranking the internal combustion engine, by stopping one of intake valves canceling out each other torque generated on intake camshafts with driving of valves by intake cams, alternate torque as the whole intake camshafts is increased. As a result, a relative rotation amount of the second rotator accompanying the alternate torque is increased and the second rotator promptly and self-reliantly varies in phase toward the intermediate lock phase.
