PROBLEM TO BE SOLVED: To overcome a problem wherein an application quality such as an application amount and a coating film thickness is difficult to be managed by a conventional method, a problem wherein a term of works gets long to impair convenience for a pedestrian, a problem wherein an odor of a paint is generated to trouble a resident in neighborhood, and other problems, as almost all potions are disposed as an industrial waste at a disposal site to require a disposal expense and a load on an environment, although a water-purification generated soil in a conventional water purification plant is used as agricultural/horticultural use, a road backfilling material and a cement raw material, and although a heat insulating paint is applied in a construction field after constructing an interlocking block in pavement work, for example, for a footwalk, for a heat island preventive countermeasure. SOLUTION: A raw material and an aggregate such as a crushed stone waste soil and a sand are added with water to the dried water-purification generated soil, followed to be mixed, in this interlocking block, and the heat insulating paint is applied and drying-fixed onto a surface of a solidified body cured after being molded.
