PROBLEM TO BE SOLVED: To provide a scale prevention agent and a scale prevention method to efficiently prevent formation of scale in a water system of a paper pulp manufacturing process. SOLUTION: The scale prevention agent for the paper pulp manufacturing process contains (1) a polyitaconic acid and (2) one or more kinds of phosphonic acids and their water-soluble salts at a weight ratio (1):(2) of 9:1 to 3:7, and the scale prevention method for the paper pulp manufacturing process includes addition of the components (1) and (2) to the water system at a weight ratio (1):(2) of 9:1 to 3:7.
