PROBLEM TO BE SOLVED: To provide a conference relay apparatus and a computer program, capable of determining whether a conference is strayed from the subject or not, in consideration of contents exchanged between participants of the conference. SOLUTION: When having obtained sound signals transmitted/received in a communication conference held among a plurality of terminal apparatuses, a sound recognition unit 14 of a conference server performs sound recognition processing to the sound signals and generates text information. A language analyzing unit 15 of the conference server performs language analysis processing to the text information generated by the sound recognition unit 14 and disassembles it into words. A deciding unit 16 of the conference server compares the words disassembled by the language analyzing unit 15 and a keyword DB 27, and decides whether or not a keyword stored in the keyword DB 27 is contained in each sentence of speech contents of a speaker. A totalizing unit 17 calculates a cumulative score indicating a state of a discussion, based on the decision result of the deciding unit 16, and decides in accordance with the calculated cumulative score whether or not the discussion is directed toward the subject.
