PROBLEM TO BE SOLVED: To provide a forming apparatus and a forming method capable of manufacturing a product with high dimensional precision and high quality, by carrying out a required formation causing a minimal additional deformation strain to a work, without deterioration of productivity by traditional roll-forming in formation of a round steel pipe for example. SOLUTION: A rotation unit is adopted which is composed of a procession of shoe-blocks rotationally moving on an endless track that is structured by shoes arranged with their forming caliber outside. Thus, the caliber of shoe constrains a part of edge portion of a hoop material and achieves similar formation to that made by a forming roll of huge diameter.
