PROBLEM TO BE SOLVED: To solve the problem of refrigerated conservation stability of a polymerization catalyst by reducing a resin content, increasing the percentage of immobilization of a polymer in the wood, shortening the drying time, or lowering the heating temperature, mitigating an injury to the wood, and inhibiting the deposition of a crystal of water-soluble flame retardant and the oozing-out of the flame retardant to the outside. SOLUTION: This method is for manufacturing a wood/plastics composite with a water-based flame retardancy, through the following procedures: that is, first, 0.5 to 1 pts.wt. of (C) water-soluble polyalkylene glycols to 100 pts.wt. of aqueous solution composed of 5 to 20 wt.% of (A) water-soluble polymerizable monomer, oligomer or prepolymer with a vinyl group and a hydrophilic group and (B) 95 to 80 wt.% of water; 5 to 50 pts.wt. of (D) water-soluble flame retardant so that the ratio of (A) the water-soluble polymerizable monomer, oligomer or prepolymer with the vinyl group and the hydrophilic group to a water-soluble flame retardant may be 1:1 to 10; and 0.01 to 5 pts.wt. of (E) ethers are added to obtain the aqueous solution. After that, the polymerization catalyst is added to the aqueous solution. Next, an original solution with an adjusted pH value of 4 to 8 for the wood/plastics composite comprising the wood or the wood-quality material and the resin obtained by polymerizing the polymerizable monomer, oligomer or prepolymer, is heated after impregnating the wood or the wood-quality material with the original-series solution. Thus, (A) the water-soluble polymerizable monomer, oligomer or prepolymer with the vinyl group and the hydrophilic group contained in the original-series solution, is polymerized by the polymerization catalyst included in the original-series solution.
