PROBLEM TO BE SOLVED: To provide a surface coating cutting tool having a hard coating layer having excellent deposition strength at the high-speed intermittent cutting machining of high hard steel such as quenching steel and exhibiting excellent breakage resistance and wear resistance in use for a long period of time. SOLUTION: A lower layer formed of a non-amorphous BN having an average layer thickness of 0.1-0.3μm, an intermediate layer formed of TiBN having an average layer thickness of 0.1-0.3μm and an upper layer formed of TiAlN having an average layer thickness of 1.0-2.0μm are successively vapor-deposited and formed on a surface of a tool base body formed of a cBN-based ultra-high pressure sintering material having a high cBN content.
