PROBLEM TO BE SOLVED: To overcome the problem in a conventional a detection method of tree vertex based on advanced information from angles and distances of a sensor and an object in the azimuthal direction and elevation direction, or in a tree crown region extraction method of obtaining advanced information from a difference between DSM and DEM and using an altitude difference of each pixel, wherein there is a high possibility of causing erroneous tree extraction when erroneous detection of advanced information occurs under a low SNR. SOLUTION: Using a distance from a radar up to an object to be observed obtained by the radar installed on a moving body and angles in the azimuthal direction and elevation direction of the object to be observed relative to the radar, altitude image developing means calculates an altitude value from a predetermined criterion of each pixel and develops an altitude image. Next, an altitude integration chart developing means creates an altitude integration chart by integrating an altitude value in a range determined with integration angle setting means. Subsequently, object detection processing means detects an object to be observed based on the altitude integration chart, and display means displays pixels in which an object to be observed exists or a position in a real space.
