PROBLEM TO BE SOLVED: To represent a document including a non-still image as a document including a still image as a user desires. SOLUTION: A non-still image data presence decision unit 21 determines whether non-still image data are included in document data and when it is determined that the non-still image data are included, a non-still image data creating method selection unit 22 selects a creating method of creating still image data from the non-still image data. A still image data creation unit 23 creates still image data, in accordance with the selected creating method, from the non-still image data included in the document data and a document data reconstituting unit 24 reconstitutes document data based on the created still image information.
