PROBLEM TO BE SOLVED: To provide a machining device capable of suppressing the occurrence of clogging in a rotation grinding wheel even if the rotation grinding wheel is used for carrying out dry-type machining, and a machining device suitable for the machining method. SOLUTION: In the machining method, a grinding wheel body is rotated around a first shaft passing through the gravity center of the grinding wheel body, and pushed into a workpiece body while being rotated around a second shaft having an axial direction different from the first shaft. The machining device 1 includes the grinding wheel body 10; a rotation supporting shaft 11 having the first shaft P1 passing through the gravity center of the grinding wheel body as an axis, and integrally rotating with the grinding wheel; a first rotation drive device 14 rotating the rotation supporting shaft; a pair of supporting bodies 12 in which the rotation supporting shafts are rotatably inserted to both sides of the grinding wheel body, and a second rotation drive device 19 rotating the supporting bodies around a second shaft P2 having an axial direction different from the first shaft.
