PROBLEM TO BE SOLVED: To provide a device for determining change of hydraulic oil accurately and rapidly measuring without any influence of bubbles in extracted hydraulic oil upon determination whether change of hydraulic oil is possible, and a device for changing hydraulic oil having a function to determine change of hydraulic oil. SOLUTION: The device for determining change of hydraulic oil determines whether change of hydraulic oil is possible, by measuring the light transmittance by an optical sensor 23 as a condition of hydraulic oil extracted from a motor vehicle, and includes an extraction pipe 16 provided with a pump 6 for extracting hydraulic oil; and a detour pipe 21 branched downward from the extraction pipe 16. The detour pipe 21 is provided with the optical sensor 23. The detour pipe 21 is branched from a discharge side of the pump 6 of the extraction pipe 16 and the extraction pipe 16 is provided with an orifice part 22 downstream of the detour pipe 21.
